Holding it steady is a good approach for his "excellent" job performance.
Theoretically, the "TRUE" PD should be in 2009, but we are not in an ideal
world.

众院海过，使得VB快速前进。即使现在3012不死不活，他也会预留部分名额，以防3012
万一通过而造成名额浪费。所以我认为VB不会大幅倒退，停止或缓慢前进最有可能。一
