The Senate convened today to take care of Motion to Proceed to H.J. Res. 98
(Relating to the disapproval of the President's exercise of authority to
increase the debt limit). The motion was not agreed to by vote of 44-52
today. The legislative calendar number for H.J. Res. 98 is 294, while the
legislative calendar number for H.R. 3012 is 293. Sometimes a bill is passed
in the Senate by unaimous consent without vote if both sides of aisle agree
to the bill. No one can however imagine such scenario at this point. The
Senate floor monitor indicates that no motion to proceed for H.R. 3012,
General Calendar 293, has been presented on the floor and after H.J. 98,
Calendar 294 motion to proceed was rejected, the Senate adjourned until 5:00
p.m. this evening. There was no vote scheduled for other motions or bills
early today, but we should watch carefully the Senate floor's session this

所以，猜测是HR3012很快要进行生死表决了。

根据 http://en.wikipedia.org/wiki/Senate_hold
no motion to proceed for H.R. 3012 表示有参议员跟他们党派的头说他要反对。这
种情况下就会造成整个参议院表示没有意向要让3012继续走下去。
唯一的解决办法就是终极大招： Cloture

这招要成功就要60个同意不说，还有N多的限制条件，自己看wiki吧。

taken up. Senator Dick Durbin passionately talked about importance of DREAM
Act legislation, but it appears no one spoke up H.R. 3012. One might have
hoped that Sen. Mike Lee, the sponsor of the companion bill of H.R. 3012,
could have said something about the importance of legislation to remove per
country limit in the immigration statute, but there is no information that
he did. Senate ten adjourned until Monday, 01/30/2012 with Sen. Harry Reid
announcing the Monday schedule of debate on Motion to Invoke Cloture on the
Motion to Proceed to S. 2038, the STOCK Act and vote on the motion at 5:30
PM, Monday.
Well, for now, for both pros and cons of H.R. 3012, they can at least enjoy
a peaceful weekend. |
