important that I hear from you.
In your correspondence, you expressed support for H.R. 3012, the Fairness
for High-Skilled Immigrants Act. This bill would amend the Immigration and
Nationality Act to eliminate the per country numerical limitation for
employment-based immigrants, and increase the numerical cap from 7% to 15%
for family based immigrants. H.R. 3012 was introduced on September 22, 2011
by Representative Chaffetz and passed the House of Representatives on
November 29, 2011.
On November 30, 2011, the bill was received in the Senate. I have placed a
hold on H.R. 3012 because I am concerned about the impact of this bill on
future immigration flows. The bill also does nothing to help American
workers.
In December, I offered a solution to move H.R. 3012 forward. In fact, I
attempted to pass the bill with an amendment that would ensure that American
workers get the first opportunity at jobs in this country. My amendment
would also have given foreign workers more rights, including better wages
and an ability to come forward if they are being abused. There was objection
to this package, so H.R. 3012 is now stalled in the Senate.

h1b就是资本家残酷剥削外国高科技人才的一把利器，老先生要为大家出这口鸟气，把
