if we look at perm ratio, I:C = 1:6 for 07 (Q2,Q3), 1:5 for 08, 1:7 for 09.
the best ratio is 1:6, excluding all other countries, china can only take 1/
7 ~ 14%. this # has to be lower because of applicants from ROW.
15% per country cap is better than 3012. it also does not violate the
original principal of diversity when this immigration limit was introduced
in the 50s or 60s |

one. The change from 7%->85%->gone is the fundamental changing on the
immigration system. If passed, what about the immigration lottery and so on?
