案，主要目的是做给自己的选民看，至于最后能不能通过未必是他们的最终夙愿。
舒默要讨好爱尔兰选民，就加一个爱尔兰的内容，别的议员如果资历浅，屁也不会放一
个。资历深的议员会加自己的内容讨好自己的选民。
H.R.3012本来是希望以自行车的姿态过两院，但是正在被改装成一辆板车。舒默和若干
老资格议员只是在板车上打广告。我们只能自求多福了。 | p*****a

not raised by them. In this way, few bill can be passed after all.
If you have you own 内容, you need to raise a new bill.
