The cases that will be current in the following month are picked out and put
into a "pile" shortly before the start of the following month. Then these
cases are assigned to examiners. Note that the files are paper files and
they are not necessarily in any order (either PD or RD). If your case
happens to on the top of the pile and the examiner is working very fast,
then your case will be processed (and hopefully approved) at the beginning
of the month; if your case happens to be at the bottom
