attacking.
Mr. O is a government official and he can not do what ever he wants to do
and since all the demands and data are still very fluid so he will not make
any promises to anyone (not to say, a p838) at this point.
The only month we will see significant movement is the last month (Sep.),
when he really has to release all the demands to use up the quota.
