think about it, where is him at the beginning of each year? If he really
cares about China EB2, he should work on pushing Mr. O advance China EB2 cut
-off data aggressively at the beginning of each year to help China use its
own quota before fall-across and spill over starts, like that for India.
If he understands what the real problem is, why should not he shift his
focus on things more important and more realistic than starting pointing
fingers here at the end of the year?
