我这样说是因为，EB2C在与奥傻交涉的过程中应该内部协调，至少P838应该和NIU努力
沟通信息。就好象两个公司谈判，一个公司如果派出两拨人马分别跟另一个公司谈判，
两拨人马之间又不沟通，必然在谈判中限于不利地位。

对中国是极大的不公平，因为ROW的Spillover是不按国别只按PD分配的，而7%的名额源
自于国别限制，奥傻要把给中国的spillover算到中国7%里面，就相当于把这部分名额
给中国之前增加了国别先决条件，这跟他自己口口声声说的ROW spillover只按PD不按
国别自相矛盾。

even had idea about what he was talking. Everytime his news has been
proved to be correct and accurate.

said he talked to USCIS, and got the inside info that the PD that summer
will advance dramatically. Nobody else said the same. All the
organizations, they either shut up or saying he was dreaming. I still
remember. End up he was correct.
And this time, he said July PD won't move. NIU got the same inform
