that's because India got most spillover last year. This year the net
approval rate of EB2 for India has been 250/month so far, ~350/month for
China. Without spillover yet.

对于中国EB2: 大量的spill over名额流向印度EB2 (包括原来的和后来从EB3转的). 特
别是从老EB3转过来的，他们的PD非常非常早。而且数量多（见上面2005年前的印度EB3
库存）
对于中国EB3: 由于中国的EB2不current, 无法通过直接交EB2(就是说不port原来的PD)
来得到绿卡
对于印度EB2: 大量的原来的本国的EB3的涌入，导致该EB2人群越来越多. 光2005年之
前的印度的老EB3 PD就有4万左右。
但是，如果废除了在EB3转EB2中的PD Portability，情况会如何呢;
1. 中国的EB2会current.
2. 中国的EB3无论是新PD还是老PD都可以直接申请EB2, 而不是只能超过五年的老EB3
PD才有资格通过PD portability申请。
