CIGNA and HealthNet(?not 100% sure) service is so so, and prefer in-network
services.
you need to consider your health condition and estimate how much you may
spend next year to make a wise decision. Other than service quality and
availability, there are premium, co-pay, deductible, maximum out-of-pocket
dollars you have to put into consideration too.
It's hard for others to make decision for you because there is no a single
good plan
