there are very substantial benefits for doing something wrong, it's difficult
to curb them without legal measures. So just calling for morality in public
won't really help when private individuals are actually rewarded for being
liars, robbers, etc.---basically Huai Ren You Hao Xia Chang. Dr. Wu is one of
many examples.
