【新唐人2011年3月8日讯】最近,北京市政府推出新的楼市调控政策——“京十五条”
。针对这一被称为“史上最严厉”的房产新规,经济学家茅于轼提议,生活在北京的年
轻人先不要买房,他谈到,20年后,房屋会大量剩馀、大幅降价。下面请看报导。
北京市推出的“京十五条”,是继青岛、上海、济南、成都后,全国第5个针对国务院
“新国八条”的实施细则。“京十五条”特别规定:外地人必须在北京连续纳税5年才
能购房。
这项措施遭到各界质疑,网民认为北京歧视与排斥外来人员,相当于是宣布:“北京不
欢迎外地人。”北京天则经济研究所所长茅于轼指出,这项「限购令」,是短视的计划
经济政策,不能从根本上解决问题。
茅于轼:“如果是限制大家买房,我觉得这个办法是错误的,回到计划经济了,钱要能
够自由流动,这是市场经济的最基本的宪法。你限制钱的流动就破坏了市场了。当然它
有它的原因,因为北京市房价太高、有泡沫,但是解决这个问题的办法不是用限制购买
。”
《腾讯财经》進行的调查显示,有64%的网友认为,这项政策对外地人不公平;58%的网
友认为,这并不能使房价下跌。
茅于轼:“不但达不到,而且有很坏的负作用。首先一个负作用就是—老百姓(原来已
经)不愿意买东西、生产出来的东西卖不掉,它这个限制购买(房),就更加卖不掉啦
!而且这个房子造成泡沫的原因,那是因为财富的分配----富人分配比较多,穷人分配
比较少,富人手里钱很多,没有地方用,就去买房子!另外就是,土地供给不足,需求
太高,房价就高啦!”
茅于轼建议政府对空房征税,从而抑制投机炒房。另外茅于轼提议:生活在北京的年轻
人先不要买房,因为计划生育导致的特殊人口结构,20年后,房屋会大量剩馀、大量掉
价。
茅于轼:“我觉得现在的房价高是虚高,将来一定要掉的。因为中国人口不增加,大家
都有房,人口减少的话,房子就变成多馀了。”
但是,很多网友觉得“远水解不了近渴”,有人感叹:不买房,我住哪?租金跟房贷月
供差不多!而且还不断涨!总不能我这20年住天桥下!
专栏作家胡少江则指出,“京十五条”是北京对外来人员的公开歧视;因此而新增的各
种审批环节会滋生更多腐败。到头来买单的,还是普通老百姓。

Mao Yushi: Don't buy houses! Significant Vacancy in 20 years
The Beijing Municipal government recently launched
new property control policies - "Beijing 15 Articles".
About these "most restrictive" property regulations,
well-known Chinese economist Mao Yushi suggested
the Beijing youth to not purchase houses.
He said in 20 years, there would be lots of vacancies
with substantial price cuts. Let's see the report.
"Beijing 15 Articles" are the implementation details
as per China's State Council's “New State 8 Articles”.
They stipulate that non-Beijing residents must pay
taxes for 5 consecutive years before purchasing houses.
Netizens take these polices as Beijing's discrimination
against and exclusion of migrant workers, equivalent to:
"Beijing does not welcome outsiders."
Director of Unirule Institute of Economics, Mao Yushi
called them short-sighted planned economic policies.
They cannot solve the fundamental problems.
Mao: To restrict house purchases is wrong.
It is back to the planned economy.
Money should be able to flow freely,
which is the basic constitution of the market economy.
Restriction of money flows destroys the market.
Beijing's housing bubble creates exuberantly high prices.
However, the solution is not house purchase restrictions.
A survey by Tencent Finance shows that
64% consider the policies unfair to non-residents.
58% don't believe the restrictions can lower the prices.
Mao: They also have negative side effects.
First, the people are already unwilling to buy things.
Many products have trouble being sold.
Property purchase restrictions aggravate the situation.
The house bubble is caused by the wealth distribution.
The rich have no place to spend their vast wealth,
so they go to buy houses!
Insufficient land supply and large demand create high prices.
Mao suggested taxation on the vacant houses
to suppress real estate speculation.
He also advised the Beijing youth to not buy houses.
The unique population structure due to family planning
will create a lot of vacant houses in 20 years.
The house prices will plunge as a result.
Mao: I think the current high prices are unrealistic.
They certainly will not be maintained.
As China's population does not increase,
and if everyone has a house, with reduced population,
some houses will become surplus.
Upon learning that the Governor was coming to visit,
Netizens feel "far water cannot put out near fire”.
A netizen: If cannot buy a house, where should I live?
The monthly rents are as high as mortgage payments.
And they keep on increasing!
I cannot just live on the streets for 20 years!

茅于轼也不是个好东西。啥东西在奇缺不够的时候都要政府出面调解。房子是民生用品
,当然要有限制的调控,首先要保证廉租房的建设。不过就现在的体制,我对什么好政
策都不敢抱幻想。
