If Illinois legislators fail to send Republican Gov. Bruce Rauner a budget
by Friday, he said he'll extend a legislative special session until they "
get the job done."
He issued that statement Wednesday afternoon, the eighth day of the special
session. The new fiscal year starts Saturday, and should no agreement come
before then, Illinois will enter a third straight year without a spending
plan.
Also, Wednesday, a statewide property tax freeze that Rauner has demanded as
part of a deal to end the budget stalemate failed in the House by one vote.
It would have set a four-year freeze on the nation's next-to-highest
property taxes.
But it would have exempted Chicago, the city's school system, and 17 other
financially distressed school districts, as well as many cities' payments on
long-term debt and their contributions to police and fire pension systems.

"Illinois House gives initial nod to FY 2018 spending plan"
The Illinois House on Friday gave initial approval to a $36.5 billion fiscal
2018 spending plan, signaling movement toward ending the state's
unprecedented two-year budget impasse.
House Speaker Michael Madigan said lawmakers will continue working on budget
matters past a midnight Friday deadline and that he will ask credit
agencies, which had warned they could downgrade Illinois' bond rating to
junk, to defer any actions. (Reporting by Karen Pierog and Dave McKinney;

significant progress toward solving the governor’s budget crisis, more work
remains.
We will be continuing our progress toward passing a balanced budget. In
light of this ongoing progress, I would ask that your agency temporarily
withhold judgment and allow legislators time to negotiate a bipartisan,
balanced budget.
House Democrats have compromised on the vast majority of the governor’s pre
-conditions to a budget. We have approved a fast track sale of the Thompson
Center, passed new pension and procurement code reforms which are likely to
save state money. Additional reforms that do not impact the budget have also
been approved, including measures consolidating local governments and
reforming worker’s compensation costs. I am hopeful that the governor will
recognize these compromises. I also hope your organization recognizes this
work as a meaningful step that should help your organization should not
downgrade Illinois debt at this time.
We will continue working to put a compromise on the governor’s desk and end
this impasse through the next week, and I ask you to allow these
negotiations to move forward.

GOP是temporary increase,还有property tax freeze,dem是permanent,而且不是从
7/1生效的时候收，是从1/1开始收。
