Illinois Student Assistance Commission (ISAC) is in the early stages of
formulating a rescue plan for College Illinois, which allows parents and
others to purchase contracts on behalf of young children to attend state
universities and colleges at a set price when they reach college age. The
plan is backed by a $1.1 billion investment fund, which is 30 percent short
of the money needed to meet its long-term obligations to more than 50,000
contract holders. ISAC has stopped selling new contracts while it works on
overhauling the program to make it financially sustainable
