What's Affected by Government Shutdown?

WASHINGTON - FOX 5’S Tom Fitzgerald's summary of a background briefing on what would happen should Congress not reach agreement on a bill to fund the federal government for the remainder of FY 2011.
What functions will continue to function?
The US Armed Forces.
Federal Law Enforcement and Police Activities.
Federal Customs Enforcement.
Departments essential for the protection of Life, Health & Safety.
Agencies which have their own funding sources.
NIH clinical trials which are already underway.
What will shutdown?
Non Essential Government personnel would be furloughed, and not paid past April 8th.
The National Parks Closed
National Cherry Blossom Parade would not be held.
Smithsonian Institution Closed.
IRS will not process paper returns and tax audits.
NIH will not accept new patients for clinical trials, no new trials started.
FDA will suspend approval of small business loans.
EPA will not review environmental impact statement for work projects.
Most federal government website would shutdown.
How many workers affected?
The White House says around 800,000 workers would be affected, which is roughly the same amount affected during the 1995 shutdown. There are some differences; back in 95 Veterans Administration was shutdown, this time it wouldn’t be. Homeland Security didn’t exist, but this time essential personnel there would continue to report to work.
Will benefits continue?
In most cases yes. Social Security and Medicare do not rely on Continuing Resolutions for their funding, so the majority of people expecting benefits will still receive them.
Social Security will process claims; beneficiaries will get their checks as they did in 95
Medicare recipients would continue to receive benefits as they did in 95. Since Medicare operates out of a trust fund, it would take a shutdown of several months to exhaust for funds. (possible, but unlikely)
If I work for the government will I get paid?
Essential U.S. military personal will continue to report to work and earn money, but will not receive paychecks until a shutdown ends.
Essential governments personal who still have to report to work would also earn money, but would also not be paid until a shutdown ends.
Non essential government employees, who are furloughed, would not be working and as such would not be paid during a shutdown.
Would the Pentagon and White House Shutdown?
A significant number of DOD employees will be furloughed. The same applies to The White House staff would operate under the same frame work which would see lower staffing levels across the board.

对于社会治安呢：比如一些没有多少存款的政府小职员怎么生活，警察是不是也懒得抓
