facility location problem. The common facility location problem is generally
with the purpose of minimizing the total cost (facility construction cost plus
the running cost) and has known number of facilities to build. My problem is
different: the constraint is the budget to build the facilities (thus the
number of facilities to build is variable) and the goal is to minimize the
