PAC作为关键字，前十页都是不相关的
SVM作为关键字，第一页就有一大堆包括第一个。

You are comparing apple to orange.
PAC is theory, SVM is algorithm.
You should compare PAC theory to VC theory, boosting to SVM instead.
also, if you check Einstein's paper
The foundation of the general theory of relativity
It has only 200+ citations according to google scholar. but so what.
