Control Panel -> Regional Options -> Input Locales -> Add
->Input locale:Chines(PRC) & Keyboard layout/IME
select Chinese(Simplified)-Quan Pin
I don't work in Win ME, maybe the same.

from here, I couldn't find the follows.:(
Only list for languages and countries but there is no
Chinese though there is China.
Input Locales -> Add
