No sense that jumbo 480k get a better rate than conforming 400k.
Any insight?

For refin, it depends on your current balance, if it's no less than $480k
then it's true as well. if you current balance is less than $480k and you do
a cash out to $480k, then if the LTV is greater than 60% after cashout(
house value is less than $800k), then the cash out itself might impact the
rate negatively.

amount and the lower the LTV( loan to value), the better the rate. For
example, $1m house, $600k loan.
7/1 ARM 3.25% with $1000 rebate;
10/1 ARM 3.625% with $500 rebate.
