This question was one of my interested topics. To my understanding,
progenitors cells migrate along radial glia within VZ. Once they decide to
differentiate, they migrate away into destined areas. Migration is just part
of the differentiation program. However there are situations that migration
and maturation can be uncoupled.

neurons, which migrate along the radial process up towards the cortical
plate.
Neurons were born first,the glia cells were produced later during cortical
development. Both are originated from the radial glia cells. Recently there
are findings suggesting that glia cells divide locally at the upper cortex
to increase the glia population.
