5/24/2021提交了完整的plan，如果按照这个版本通过，那么：
1. 5/24/2021到12/31/2021之间买的EV，即使是tesla, 也可以quality non-
refundable $7,500 (non-refundable: 如果你的federal tax只有$5,000，那么你只能
ev credit $5,000)
2. 2022: any ev rebate $7,500, plus US made $2,500, plus union workers $2
,500. All rebate are refundable, meaning even you have $5,000 federal tax,
you still get all rebate; with an ev MSRP cap $80,000. Eg: model3/Y rebate $

000, mach-E $7,500 (or $10,000, union workers?), ID 4 $7,500 ...

也不可能用reconciliation通过，因为biden的基建法案是绝对优先
所以参院没有足够的票数通过，

例如你应交12000，实交8000，欠四千，
如果有ev credit. 10000, , 那么会退6000税
