雾水，说我应该换到左面一条lane，即所谓的move over violation.
罚了$110，听说会影响point。3个选择：交钱，hearing，trial。我想hearing比较合
适。想了证词有三：
1) Did not know this law
MD: effective Oct. 1, 2010
NY: effective Jan. 1, 2011
Changed my license from NY to MD in Nov., 2010.
2) Reduced speed when passing (by 5 mph)
3) Not many people do it (also one reason why I didn't know the new law);
even about 50 vehicles moved over at the right lane during the time when the
police processed my citation.
