China citizens don't need German transit visas.

If you are a passenger simply connecting through Frankfurt and remain in the
transit area while waiting for your connecting flight, all you need is your
flight ticket and a valid passport. Some Nationalities do require transit visa
for Germany, even if you never leave transit.
