内容提要：春秋、战国之际为中国古代社会的一个极为重要的制度转型期，诸子百
家均为未来社会新的制度安排纷纷提出了各自的理论体系；其中荀子创设的“礼制”思
想可谓不同凡响，“从经济思想上看，荀况不仅集了儒家的大成，而且也集了先秦各家
的大成。他是我国第一个从总体上对封建经济制度进行了理论分析的思想家。”荀子所
设计的“礼制”思想，为后来的大一统的封建帝国的经济制度与经济政策的制定，提供
了理论依据，其影响十分深远。笔者以为，荀子的“礼制”思想既是“荀学”的核心，
又是其经济思想的基石，更是具有中国传统特色的制度思想。

内容提要：前孔子时代，中国有两次价值和思想危机，分别是殷周之际和春秋时代。殷
周之际，在对王朝更替的反思和经验总结中，传统的天命观受到质疑和弱化，代之而起
的是道德观的强化，西周领导层把“德”融入到了新王朝的政体和治道之中，这是“德
”之观念由自发到自觉的觉醒标志。总的来看，前孔子时代，“德”之内涵经过政治层
面之德治、个体自身之美德和超越特定层面的纯粹之“德”等三次变化，期间人们在对
“德”的反思和如何“建德”的探索上大大推进了对“德”的认识。“德”之涵义的第
四次变化是从外在进入内在，成为人之内心提升的一种品质，但这要等到春秋时代第二
次思想危机之时，这次危机的主要内容是以德为内在本质建立起来的周代礼制受到了破
坏，人们对礼制的信仰出现动摇，社会面临重新“建德”的问题。

德国的教育体制可以追溯到中世纪，除了在纳粹时期的急剧恶化之外，一直是欧洲最好
的教育制度之一。德国在一次大战（1914-18）中战败后，帝国改制为魏玛共和国，战
后政治混乱，经济萧条，通货膨胀，失业严重，尽管如此，德国的教育仍然可以说是欧
洲最好的之一。德国教育一直贯穿着国家意志，国家主义成为德国文化的主导因素，从
中世纪的日耳曼帝国到1806年以后有名无实的“德意志帝国”，再到希特勒雄心勃勃的
“第三帝国”，“帝国”代表的是一种具有强烈国家主义诱惑的文化理想。理查德 ·
塞缪尔概括了这个概念可能具有的所有含义:“帝国构成了一种超级国家的观念。在理
论上它可以包容所有德国人，同时还可以为包容非日耳曼族的少数民族提供历史依据。
那种语言学的念头从来没有正视过这样一个事实：在德国的许多边境地区，德语与其他
语言已交揉在一起，要想分辨清楚只是枉费心机。”帝国的观念与日耳曼民族的神圣使
命感联系在一起，希特勒用极权统治、战争和种族灭绝的方式来建立伟大的第三帝国，
“按照古代的传说，第三帝国应该是一个永远安宁、和谐的时代，却被扭曲成一个死亡
