瑟谷德.马歇尔与美国近代民权运动发展史（14）
美国联邦国会将美国的领土划分成十三个司法管辖区，基本上是一州一个管辖区。
在1860年时，美国联邦最高法院将之合并成十个管辖区(Circuits），一百零一年后又
将之改制成东部管辖区(Eastern Circuits）、中部管辖区(Middle Circuit）和南部管
辖区(Southern Circuit）三大管辖区，以便管理和运作。
目前在美国联邦最高法院的管辖和领导下的包括波多黎各(Puerto Rico)，关岛(Guam)
，北马仁安纳岛(Northern Mariana Island)与维吉岛(Virgin Island)在内，共有十三
