美国国防部官员表示，出现在阿拉斯加外海的5艘中国大陆军舰，其中3艘是作战用舰只
，1艘是两栖登陆舰，还有1艘补给舰，曾经进入12海里的美国领海，依国际法无害通过
，并无任何威胁举动。这几艘舰只已经在返航途中。美国先前说这几艘军舰是在公海航
行。
美国有线电视新闻网（CNN）报导，不只一位美国国防官员告诉CNN，中方舰只是在8月
23日至29日之间驶入美国领海，当时中方作法「符合国际法」。美国国防官员表示，依
据国际海事规章所订的「无害通过」（innocent passage）原则，船只可以进入他国领
海，只要「持续且迅速的直线行进」。
这几位官员强调，俄罗斯船只经常在阿拉斯加附近水域「无害通过」，中国大陆船舰则
是首次这么做，碰巧那几天美国总统欧巴马也在阿拉斯加。
负责美国本土及阿拉斯加安全的北方指挥部告诉CNN，陆方舰只无害通过时，并未与美
军通讯。
可是不久前，CNN记者搭乘美国海军的P-8巡逻飞机临近中方在南海的人造岛礁时，中方
8度要求美机「立即离开中国的领土」。显然两国作法不一。
