Gallup has a poll that informs us that voter enthusiasm is higher for
Republicans today than it is for Democrats. This is not a big surprise
considering that it is the GOP that is the party currently on the outside
looking in at the Oval Office. It is pretty common to see the party on the
outs a bit more enthusiastic than the party in. But the Democrat’s numbers
show that the bottom fell out for them since 2007.

用。
你说的这个观点的确让voter ID law在理论上很难通过，但可以看另一面，即这基本是
唯一的光明正大的阻碍。普通群众不分左右对voter ID都没有太大意见，反对者也无法
找出一票人来声泪俱下地控诉因为检查voter ID导致他们受到迫害妻离子散家破人亡。
在一些比美国左得多的国家voter ID都是在执行的。所以，除了严格地按照法理说不过
去，其余的操作起来都可行。
而你说的丢了ID就不让投票的，操作起来很简单。只要把没有ID的人在执法记录仪前报
上姓名，地址，驾照信息，ssn，简单查验通过就可以了。现在违法投票本来也是crime
，很多人敢投是因为没有人管，投完就走，再也无法查验。让他们留下视频记录，他们

靠护照或出生证明，而许多好端端的美国人没有这个。所以 voter ID 有执行上的困难。
当然，现在有 34 个州需要某种 ID 才能投票，大家可以研究一下，这些 requirement

？剩下的 16 个州，就是为了避免造成错误淘汰，而不强制要求 voter ID。

云云。这种毫无证据的动机诛心论，活脱脱就是红卫兵批斗大会的做法。
其次，我已经在多个帖子里说了，voter ID 的困难是很多有资格投票的美国人很难证
明他们的身份，这是实际执行的问题。如果一定要执行，恐怕会造成反淘汰。现在有
34 个州需要某种 ID 才能投票，如果你去看看这些 requirement，就会发现要不是那
种 ID 不能有效证明身份、要不就是又特意开了些后门，使得其效果打折扣。这是没办
法的事，这是美国选举历史所造成的历史遗留问题，不要搞阴谋论。
其实我觉得要考虑的是：

坐飞机需要ID，为了安全。没ID的人不能坐飞机。是不是要废掉这个规定呢？
规定公民才能投票，是世界通例，虽然我不保证100%的国家。原因是领导人选举如同国
土完整，是根本国本之一，外国人不可参与。相比起有一部分公民不能投票的坏处，被
外国人投票影响选举，是更大的风险。所以这样的法律，宁可保守，不能给外国人开口
子。

id，都要有一个证明公民身份的方法。如果不能证明公民身份，那就不能选举。如果你

在了，有这种状况的基本都是很老的老头老太，证明他们的身份并不难，人证物证都会
有很多
除了midwife接生的，其他人证明自己公民身份要不就是出生纸，要不就是入籍纸，没
什么难的。
其实搞national voter id就沿用现在发护照的程序就好了，甚至直接用护照卡当voter

seeking volunteers to help out with their voter registration drive during t
he Dragon Boat Festival on August 7 and/or 8, at Flushing Meadows Corona Par
k. A letter of participation will be written. Lunch and beverages will also
be provided.
