之后,美帝痛定思痛限制金融衍生品(钱生钱交易),历时7年制定了这个“沃尔克法
则(Volcker Rule)”。到今天(大概6年时间)终止。
也就是说,给资本大鳄松绑,一切都可以在开始
沃尔克法则是由美联储前主席、现任美国总统经济复苏顾问委员会主席保罗·沃尔克
提出的,其核心是禁止银行从事自营性质的投资业务,以及禁止银行拥有、投资或发起
对冲基金和私募基金。
2010年1月,美国总统奥巴马发表讲话,公开对沃尔克法则表示支持,呼吁国会将
其纳入一揽子金融改革法案。沃尔克法则被认为能够有效限制银行的业务规模和范围,
减少银行系统性风险,防止“大而不倒”的道德风险再度发生。亦有人把沃尔克法则和
1933年大萧条之后美国通过的格拉斯-斯蒂格尔法案相提并论,指出二者在实质上都强

这个Volcker Rule就是劳民伤财的面子工程,几千页的规章制度,很官僚,其实肥了很
多律师和咨询,对经济和风险管理没有啥实质意义,是政客用来表白保护大众和“对付
”坏人的口号,但是就政府那些死板的监管人员,除了养肥了一帮人,增加一些花街的
成本,还能干啥,早该废除了。

注意Volcker自己是不许大家把那个叫Volcker rule的。因为和他的想法相去甚远。
在倒了几家银行,剩下的越发too big too fail的今天,我认为sell side银行来prop
trading是非常危险的,但是仍然无法禁止(有兴趣的请狗狗为啥现在的Volcker rule是
个joke).
排除诸位想去投行挣大钱的美好愿望和热情,我觉得一个真正effective的Volcker rul
e是对金融界有好处的,而且也会增加就业机会。

Volcker's Fed is widely credited with ending the United States' stagflation
crisis of the 1970s. Inflation, which peaked at 13.5% in 1981, was
successfully lowered to 3.2% by 1983.
The federal funds rate, which had averaged 11.2% in 1979, was raised by
Volcker to a peak of 20% in June 1981. The prime rate rose to 21.5% in 1981
as well.

格林斯潘可是标准的骗子,你只要看看他的回忆录就知道,这厮是靠搞政治上台的,他
是尼克松/福特/里根的圈内人。
在他之前的Volcker是真正的牛人,Volcker八十年代初打压通膨的时候可是“虽千万人
吾往矣”的气势。没有Volcker就没有九十年代的繁荣。
在他之后的伯南基至少还是经济学科班出身,格林斯潘就是一流氓。

替你补充一下。当年volcker当美联储主席,成功压制通胀,正盛名在外,但因为是个
坚持监管的死硬派,里根硬是把他给换了,捧了自由市场主义者格林斯潘上台,为以后
废除金融监管铺路。讽刺的是,08金融危机之后,当年的主席又出动了,来了个
volcker rule,令人不禁遐想,如果当年里根没有撤了volcker,如果克林顿没有让
larry summers入阁,如果布什能立法监管越来越疯狂的金融衍生产品,现在的危机是
否能够避免。

借债花钱就是里根搞大的,卡特那时候比较傻,不知道大量借钱花,美国没有多少债务。
里根上台后,就是不断降税,但是政府开支不降,其实就是借钱花,当时也没有多少债
务,所以根本没有问题。滞胀是volcker搞定的,是卡特认命的volcker,和里根没有关
系。共和党从80年开始的12年一直借钱花,小克上台后,运气好或者其他原因,降了点
债务,小布什一上台,立刻又花钱,两场战争和减税,立刻增加了5,6万亿窟窿,到现
在终于顶不住了。
Obama比较软弱是肯定的,没有leadership,策略上面也有问题,当时刚上台时候,经
济一团糟,搞什么健康改革,莫名其妙。

过去30年间,美国收入top 10%的人的收入增长的速度是中下层人口输入增长速度的
好几倍。结果就是,美国而言财富越来越往少数人手里集中,中下层人的可支配收入

我从去年六月懵懵懂懂地来到这个版上,问了JWE无数问题,现在他叫我做点关于HR3012的事情,我当然一口答应,何况这个项目将会帮助PD是2009下半年到2010年年初的EB2早日拿卡,帮助2010年下半年到2012的EB2早日递交I-485呢!
至于EB3,现在应该看到85%的数字太高,参院已经有人出手。有人估计最后能以75%过关,有人估计最后能以60%过关,有人估计更低。如果EB3有能人,可以算一个对EB3C利益最大化的数字,我们一起放在项目里。如果没有人算,我们就用老猪下面跟帖里面说的50%。这个数字将能够有效卡住EB3I,帮助EB3C排期大进。

1. 共和国60年简史
自从太祖带领人民1949年创立新中国以来, 1950年到1953年的朝鲜战争,1962年
的中印战争,1969年珍宝岛战争,无数解放军解放军战士用自己的鲜血捍卫了足够的领

的打狗棍,再也不怕昔日的八国联军再次赶上门来。大量的农田水利设施建设,也保证
了农业的持续健康发展。吃苦耐劳的中国人民,养育了一大批的儿童,为祖国的进一步
腾飞做出人力的储备。
1976年9月9日,太祖与世长辞,中国踏上了新的征程。

再次,我们就来考虑分配当中的效率问题。一般认为,适当拉开收入分配的差距,
可以起到奖优罚劣,提高效率的作用。可是差距多大是最合适的,最有效率的,因为参
变量太多,所以没人讲得清。像美国这种玩法,一个CEO的工资,比如apple的CEO ,
Tim Cook, 一年可以拿到4亿美元的收入,而美国人全职工作的平均收入只有4万
美元/年。一个Tim Cook拿的钱,相当于1万个美国人拿的钱。而且据统计,就美国而言,
过去30年间,美国收入top 10%的人的收入增长的速度是中下层人口输入增长速度的
好几倍。结果就是,美国而言财富越来越往少数人手里集中,中下层人的可支配收入
越来越有限。
按照前Fed主席Paul Volcker的说法,就是这种财富分配的不平衡把人们送到了
华尔街,才出现了Occupy Wall St的事情。所以他主张,对高收入者增税。政府收到
钱之后,再分给中下层,让他们能消费,能维持下去。

上周四,道琼斯(Dow Jones)和标准普尔500指数(Standard & Poor’s 500)都冲破
纪录,股市自2007年上一次高峰以来遭受的损失被一扫而光。但我们不该为此雀跃,反
而应该十分担心。
过去13年中,股市曾两次崩溃并引发衰退:美国家庭在2000年互联网泡沫破灭之时
损失了5万亿美元,又在2007年房地产崩溃时损失了超过7万亿美元。我预计,近来的华
尔街泡沫也会在未来几年之内破灭,这次的华尔街泡沫是靠美联储(Federal Reserve)
恶意发行大量空头货币吹起来的,基础并不是真正的经济增长。
自标准普尔500指数于2000年3月首次达到目前水平以来,美联储疯狂的印钞机已将

十年前,关心黄金投资的人很少。那时黄金不到400美元一盎司。那还是在黄金开始上
涨以后的价格,在2002年初,黄金不到300美元一盎司。2011年,黄金价格一度冲到
1900美元一盎司,现在黄金价格大约1500美元一盎司,从高点跌了20%左右。面对今年
以来黄金价格的跌势,人们自然要问,这是黄金长期牛市的短期回调还是黄金长期熊市
的开始。没有人可以给出肯定的答案,但我个人认为黄金投资仍有价值。黄金总是会闪
光。
黄金的保值功能。看涨黄金和看跌黄金的主要争议点是黄金的保值功能。看涨黄金的阵
营认为,当通货膨胀来临时,只有黄金这样的实物才可以保值。这在上世纪四十年代的
中国和希特勒掌权以前的德国,都得到了验证。在美国发生通货膨胀的上世纪七十年代
,黄金价格从1972年不到100美元一盎司,涨到1980年的超过600美元一盎司。涨幅是六
倍多。
看跌黄金的阵营认为,现在美国没有通货膨胀。政府的统计数据显示没有通货膨胀。未
来美国需要担心的是通货紧缩,而非通货膨胀。日本的通货紧缩就是先例。
笔者认为,在全世界大量发行纸币的大环境下,通货膨胀的来临仅是时间问题,是迟早

3. 收入分配和地区差异
收入的分配主要是平衡两个参量的关系,那就是公平和效率。首先要每个劳动者能
够在劳动之后,获得相应的回报,保证基本的公平,保证广大劳动者基本的生活需要,
赡养老人和抚养下一代的需要。这就要求,广大劳动者的收入不能被压得太低,否则赡
养老人和抚养小孩的使命完成不了,这个社会体系就维持不下去。所以底层劳动者的劳动
要保证他们的收入,要给他们最基本的公平,最基本的生存的需要。如果他们辛勤工作
之后拿到的钱,还是养不了家,那政府就有义务再二次分配中,给他们以照顾,给以福
利。
这种福利并不是养懒汉,而是保证一个社会每个孩子都能健康成长的一个必要措施,
也是避免下层群众因为很少的一点钱丧失人生希望,做不利于整体社会安康的一种成本。
我们在下层人民福利上多花一分钱,就可以从安定的环境,更多的健康儿童身上再找回
来。
我们不能指望每一分钱都花到该花的地方,只要这项措施的利大于弊,我们就该做。这
一块,国内做得还差的很多。
也就胡温在位这几年,提高普通劳动者的基本工资啥的,新劳动法什么的做得还行。
