猜想：中国政府年年给退休人员涨那么多工资，然而人民币相对美元没有贬值说明了一
个问题：就是人民币大概真值那么多钱。美国才是越来越虚胖。
第二：美国夫妻两个工作4口之家假设年入25万美元。扣除各项消费，大概总的省下来
的大概也就10万美元（含401K存入的，mortgage principle， 和存款）。而中国父母
辈工作不错的退休工资大概能达到2000美元每月。因为国内医疗基本不花钱，再加上房
子付清，所以大概两个老人一年能剩下2万美元。考虑的中国的人力成本，还有物价，
能做很多很多事情。而美国夫妇两个扣除401和mortgage， 基本也就3-4万美元。购买
力基本没有，也就几年换一辆车。。
所以，北京，上海，和中国其他发达地区的生活不错人士，其实很多，已经可以至少平
视北美wsn。北美高智商人士基本属于失去了10-20年。
为什么会这样？我认为根本原因还是北美工程师自己没有产出。虽然写了不少程序，设
计了不少东西，但是都是纸面上的，绝大多数都最后垃圾了。而国内就算一个小厂，一

美国读高中和大学本科的一部分年轻人。老留和小留可以说不是一代人，甚至可以说，
小留和老留的孩子，即所谓ABC, “华二代” 是同一代人。

其实土共可以马上立法，规定：
１。政府必须有权对稀土产业链的任何一环征环境污染和破坏的补偿；
２。政府必须征收和设立足够的补偿基金，保证十年内恢复自然状态；
３。政府必须视征收的环境污染破坏补偿费为生产稀土的成本(加入卖价)。
以上立法抢先在世贸组织判决稀土案之前成立，但执行日期则选择较晚，
最好是定在某个时间窗口内执行，而这窗口干好是重叠必要上诉的时间内。
如果判决不利，则上述的立法使情况变化，中方可以使案从头再来一遍。
另外，即使上诉失败，由于法律规定必须征收环境污染破坏补偿费，
则土共可以照样根据法律把价格大幅度飙升，让外国买家付补偿费。
对方如果不满意，再次控告，一轮新的交锋又开始了，
中方这回和可以找西方的类似的生产成本调整的例子；
