美国墨西哥后裔的中小学，是在美国境内而不是在墨西哥境内学的。美国境内的中小学
，没有足够能满足用纯西班牙语完成整个中小学教学要求的教师。

因为美国是分权国家，undocumented 主要是指在移民局和外交部没有 documented，没
有 social security number。但 tax id 很多还是有的，而且中小学的学校都有娃的
记录 document。

undocumented non-citizens were allowed to legalize their status, first to
Lawful Temporary Resident (LTR), and then to Lawful Permanent Resident (LPR)
. There is no current provision to allow undocumented non-citizens to apply
for legalization to LTR. A small number of LTRs were unable to adjust to LPR
, mostly because of the English language and civics testing requirements.
