就说这个高速收费吧，明明CHICAGO比土共还狠，可是五毛不看英语新闻，就不知道。
最近ILLINOIS这个收费的事争论的很厉害，IPASS最低收费从40C一下跳到75C，这个接
近100%涨价了。可是老百姓反对根本没戏。当然政府理由基本和土共一样的。但是
CHICAGO的几个着名小将是基本不开车不看/听英语新闻的，估计都是学校里的F1/J1，
所以这么好的素材都放过了。
75C还是IPASS最低收费，很多口DOUBLE都不只，最高是1.95刀。这是IPASS，CASH收费
是DOUBLE的。本来40C的口，CASH是80C。现在CASH最低是1.5刀了。
从我家去OHARE机场，来回50MILE，合80公里，要过355，88，294的6个收费口，新的收
费标准，涨价后收费就要5到8块，和3，50块人民币了，这还是IPASS。CASH收费是
DOUBLE。估计最高可能要100块RMB了。
所以天下乌鸦是一般黑的。老美以前还好，现在DEM控制的蓝州，比土共还狠啊。

大陸國家主席習近平作為首個訪問歐盟的大陸國家元首，根據中國外交部網站，中歐發
表深化全面戰略伙伴關系聯合聲明，其中一項就是：歐盟大力支持中國儘快參加《服務
貿易協定》談判。雙方認為中國參加談判是《服務貿易協定》未來實現多邊化的重要一
步。
目前台灣已加入由美、歐盟牽頭組成的促進國際服務貿易自由化的非正式談判組織RGF
（真正之友Real good friend，WTO會員於杜哈回合談判時，為推動全球服務業市場進
一步開放，組成的集團），在美歐點頭下，中國已準備加入。中國加入後，台灣對該組
織成員開放的項目，也要對大陸開放，屆時兩岸還有沒有服貿協議這個協議，已無意義
。
2002年WTO會員啟動杜哈回合談判，服務業與農業、工業同為談判三大支柱，由於杜哈
回合採「單一套案」(single undertaking)方式進行談判，服務業談判必須與農業、工
業談判之成果，作為套案承諾，彼此牽扯，服務業談判迄今進展有限。
