5月初的时候定了西南航空的机票，洛杉矶到盐湖城往返，是nonrefundable的
因为路线改变，昨天改成了洛杉矶到盐湖城，盐湖城再到拉斯维加斯
结果由于机票降价了，travel funds现在多出来254USD（2人），写着nontransferable
如果不可能在一年之内去美国飞了，这个多出来的travel funds有没有其他办法使用呢
？能转给别人么？谢谢！ |

merits上（也就是travel ban违宪）赢的可能性较高（可以理解为>50%）。华盛顿州当
然说了一堆，包括第一修正案establishment clause和第五修正案due process。联邦
区域法院法官在批准TRO的时候根本没有实际分析宪法问题，而只是笼统的说他认可华
盛顿州在merits上赢的可能性高。
