总体而言，大多数银行都在拓展信用卡在美国以外的消费。其中做的最好的是Chase,
Capital One,Discover。
注：不是在谈ATM取当地cash的foreign transaction fee，那是debit card
具体分类入下：
【Chase】
所有收年费的信用卡(除了southwest Plus)都是免foreign transaction fee。
道理很简单，southwest主要美国国内航班，有个别中美墨西哥的，不是太在乎本来就
很小的海外消费环节。
更新：$69年费的Plus是要收。 / 99年费的Premier，是免。
其他的酒店卡，航空公司卡非常看重客户在travel的同时，在海外市场的消费。
Chase自己的信用卡，Sapphire Preferred目标就是让到处travel人士使用。Ink是biz
卡，原则上用户的刷卡量肯定会很大，所以也提供该benifits.JP Morgan Palladium/
JP Morgan Select目标和蓝宝石差不多。

is not that you can't sync between 2 theads, but that upload file
takes a long time while a DB transaction typically is short, it doesn't
make sense to wait until upload is finished to commit the transaction.
Of course if you can still use a compensation transaction to undo

all in one thread, do upload first, then do db transaction, if upload

这封信不是应该发自paypal么？？但是paypal却没有发和此交易有关的信。觉得十有八
九是骗子，但是再看我的paypal系统里，确实收到了病人的这笔钱，而且Unique
Transaction ID和病人信里是一样的。但是病人feedback是0，而且The sender of
this payment is Unregistered。

说原先的卡关闭了，给我寄张新卡来。这是我在用这卡才半年的时间里第二次遇到同样
的事情了，已经换过一次卡了。两次连fraud transaction的对象都是一样的，都是USA
Technologies，而且都是只$5.这次问了一下客服，说是在Pennsylvania发生的，不是
我所在的州，所以立即就给我通知了。只是这么频繁地发生这样的事情是不是太不正常
了？
另外我想起两次发生fraud transaction的当天我都在系里的vending machine上刷过这
张卡，第一次成功了，这一次是有error没成功，最后我用现金买的。会跟这台机器有
关系吗？但是我这次在那台机器上用了Citi的这张卡不成功之后又换了另一张Chase的
信用卡试了一下，还是不行，但Chase的卡并没有fraud transaction，我看了Chase卡
的消费记录也很正常。但我想想两次fraud transaction除了这个也没啥其它的共同点
了……

你可以狡辩全家多张票ALL-OR-NONE是必须的。什么不是必须的？我是个完美主义者，
我还认为指定座位靠不靠窗，确定是否同座，还有以上所有组合加上时间车次范围最佳
匹配搜索，以及其他奇技淫巧都是必须的。
是不是最好还要有一个查询语言引擎带JIT更好？
难道简单买一趟车的票，和10个车次联票100张团体票都算一个transaction，衡量指标
都按照一个transaction算？
那我说所有的数据库，性能都一样差。都可以做成1 transaction per day。

而BankAmericard® Power Rewards® 的说明非常详细：

or made in U.S. Dollars that is processed outside the United States.
我就是盯住这个区别来解释的。
所以后来CS特别给我写了message详细说明了terms and condition里的Foreign
Transactions fee。

每月12笔debit card消费要求。
最近一个月发现CCU的利息没拿到，打客服一问原来Paypal的debit transaction都算作
PIN based了，而他们一定要non-pin based的才算。问题是我从来没有提供过什么PIN
给Paypal，它怎么就自说自话安装PIN transaction来算了呢？
再仔细看银行账单，凡是transaction description里面出现“2211 North First S
San Jose CAUS”字样的都算PIN-based。
然后又换了两个别的捐款网站，貌似用monthly repeated捐款option的就算作PIN-
based，这个怎么破？ |

裹都已经发出来了，其中一家的都已经收到了。也没有商家联系我。
我看我的balance是没有扣除这三笔交易的balance。
请问有人碰到过类似的情况吗？会不会有什么问题？是不是最好联系BOA? |

即使Discover的客服说有，事实上也是没有。
你在除了中国以外的其他国家用Discover可能会有Foreign Transaction Fee, 但是那只可能是Discover收。如果当地的银行收任何费用，应该不会叫做Foreign Transaction Fee.
不过你要告诉Discover你去中国了，这个卡要在中国境内当银联用，并且要告诉他们你的行程的起至日期，有时候甚至还要告诉他们你什么时候在中国的哪个城市用这个卡。
假如某次你用卡的时候，被Discover的网络给decline了，你需要给Discover的客服打电话，说你的卡没问题，让他们接着让你用。
国内商家有时候不认这个卡，你需要跟他们说明这个就是银联卡，不会给他们增加任何手续费，如果他们还不相信，让他们给银联客服打电话确认。即使这样有时候他们还是不认，身上备一些在其他商家刷的刷卡小票做证明。 |

下面有个小计算机上显示USD的价格。本来妈妈说她在国内刷卡买，但我不想让妈妈出
钱，就用自己的HSBC信用卡买了（小抱怨一句，还是用HSBC platinum卡买的）结果杯
具了，发现账单上多出了一笔30多刀的foreign transaction fee interest charge。
打电话给HSBC好言好语求他们do coutesy waive掉这笔钱，客服死不肯。要求reverse
transaction，客服说你自己去和delta打电话，delta肯cancel票，这笔钱就一起
cancel了。问题是航空公司肯定不愿意cancel票的，就算cancel了也非得收个至少200
刀。
Google了一下foreign transaction fee，好像用美国的信用卡在国外用才会收这
笔钱的，原来网上买中国到美国的机票都算。
唉，就没办法要回这笔钱了吗？好郁闷啊，早知道还是让老妈刷她的卡了。 |

我从来没关联debit card到paypal，所以不知道有无办法破。Amazon默认也是用PIN-
less debit方式，但是有个选项可以让amazon用credit方式来charge，不知道PayPal是
否有类似option |

海航买国内出发的票到底有没有Foreign Transaction Fee？
考古半天，众说纷纭，有说电话买没有，网站买有的，有说网站买也没有的。
请最近实际买过的同学确认一下。我的信用卡不是免foreign transaction fee的那种

某些银行（比如bank of the west）要求的是输入pin或签名的才算transaction |
