《中央日报》拿到了韩国军方和情报当局2014年秘密召开朝核评估会议时的资料，其中
写道“根据韩美共同评估结果”，“（核弹头）已经达到足以搭载到朝鲜所拥有的弹道
导弹上用作武器的水平”，并使用了“完成”这样的措辞。
也就是说，朝鲜早就开发出了可以搭载到导弹上进攻美国本土和韩国的小型核弹头。不
过，朝鲜是否真的为飞毛腿短程导弹和芦洞中程导弹搭载了核弹头，还未得到证实。
会议资料中还预测“新的核试验（第四轮）将会把重点放在增强爆炸力度上，以新的形
