I double check and realize we are talking about two different things.
You cited a Aug. 31, 2008 report from Deutsche Welles, Chinese edition whose
title was about "customs" 海关, while I was talkling about domestic
airports, whose jurisdiction it is TSA.
Yes, it is true that US customs may read computer files without suspicion.

补充一下WINSLOW 演说的具体背景：
WINSLOW在比赛中有一个非常漂亮而且完全合法的 BLOCK，一下就把 TENN 两个防守队员
