大，当然各个机关学校警察局消防局的劳资谈判都是分别进行的，有些地方工会就是死
盯这几十年的老规矩，比如0 copay! 当然保险公司是不会吃亏的，买单的是政府。
copay多少和你付的premium是直接相关的，private employers理论上当然也可以给员
工提供0 copay的保险，但premium就会很高，其实就是一种大家付钱subsidize那些药
罐头同事 - 当然公司和一般员工都不干的。
