My understanding is that if we can build a affordable system like UK/Canada
do, it will sqeeze out the room for malpractice lawsuits.
Let the rich to buy elaborate insurance(rich Canadians do buy insurance in
US), but let the poor to have an option for an affordable one in which, say,
insurnace can cap the claim in lawsuites.
In theory, if government does not moninter, PG$E could double our bill in
