HR1044/S386法案，对来自中国的职业移民的未来有什么影响，我们是否应该关注，是
否应该行动起来做些什么？
什么是HR1044/S386法案？
简单点说，目前绿卡申请每年都有名额；名额按照国家分配，每个国家有上限，不能超
过7%。HR1044是众议院一个议案，目的就是取消7%按照国家配额的限制，S386是参议员
的对应法案。
2020年-2022年之间，对除中印之外的其他国家预留少量名额保护；
2022年开始，彻底没有限制，所有国家的人混在一起申请绿卡。
取消国家限制看上去不错，但现实是：绿卡申请并非一个clean start，而是有大量遗
留问题。
现在最明显的问题是：印度人排期在2009年，而中国人在2016年。

似乎专心了一点，老师问故事讲了什么也可以答出来一点儿了。
去年一直有不肯share的问题，老师说她现在是个good sharer，可以用problem

昨天新来了一个小朋友，据说微米全天guide her to show everything 。
我觉得她这些进步和最近英文的进步很有关系。建议担心的父母们去孩子班里
volunteer一天，这样绝对能起到帮助他们的作用。我就是在volunteer了一天后，观察
出来了微米的很多问题，同时和老师商量了一下我在家应该怎么帮助她进步。
比如以前我们在家只很偶而的和她讲英文，但是会教她把中文和英文的词汇对照起来。

我对这事的理解是，奥当初没有给足7％没有违法，但是不妥。我们抗议了，奥就答应
今年给我们了。但他并不高兴。所以就在他的职权范围内把vertical spill改成了
