of its seasonal influenza virus-like particle vaccine showed the vaccine was

钱学森（1911年12月11日－）浙江省杭州市人，中国空气动力学家，中国科学院、中国

其实第一个原因还更主导一些。
另外，有众多类似对手互相拉练的拉锯战争也是科技的催化剂。所以春秋战国是中华文
明的轴心时代。多少科学家是法国炮兵学校训练出来的。
毕升之后，中国的文人统治阶层（江南人）完全不适应战争。所以胜利者总是胜利地太
快太轻易。全是没死几个人，就胜利了。好比满清征服全中国，没死几个人。死的还都
是在和蒙古的战争中（雍正说的）。
因此，催化剂没法发挥作用。甚至战争之后，科技大退步（比如清朝代替明朝，又以骑
射为本），胜利者觉得失败者的科技完全无用。其实不是科技无用，而是掌握科技的人
太没用。
看欧洲人打成什么样，经历了三百年和平的大清，在鸦片战争不败才没有天理。大清的
军队是酒囊饭袋，英军是身经百战。

据来源是世行。中国年均GDP增幅是5.22%，在这104年个国家里排到44位，算是中上。
作为对比，同期世界各国GDP增幅平均为4.96%。
也就是说，在中国仍然搞计划经济的这18年里，在中国拿出大量人力物力财力开发大杀
器的时候，在中国大搞阶级斗争文化革命的这个年代里，中国经济增长速度依然是高于
世界大多数国家的。如果这样的经济也能被形容为“陷入经济崩溃边缘”，那岂不是全
世界大多数国家都已经掉悬崖里摔死几遍了？
再来看第二组数据，同样是世界银行的数据。选了1980-2008这28年。中国GDP年均增速
高达9.91%，是世界同期平均增速的近三倍，在全球所有国家里遥遥领先。所以说，改
革开放也不是说一片黑暗，光看这个数据就很喜人嘛，至少优于1961-1978年期间的表
现。所以说，批判改革开放的时候，也要承认改革开放的确是有成绩的。当然现在的突
出矛盾是，没有人要否认改开导致经济总量增长，只是对这个经济增长的代价巨大感到

撰文评论欧债危机，认为现行主要解决方法都无法奏效，必须靠外汇存底丰厚的中国大
陆解囊相救。
在这篇题为「只有中国能救欧洲」的评论中，札卡瑞亚认为，希腊经济规模只占欧盟的
2%，就已经很难救，而意大利名列世界七大经济体，债务比西班牙、葡萄牙、爱尔兰和
希腊加起来更多，简直是「大到不能救」。发行欧元债券或给予欧盟执委会更大的征税
权力，都不可行，因为欧洲各国政府和人民都反对；况且要让欧盟更加整合至少还要十
年，缓不济急。
札卡瑞亚认为，现在欧洲只是需要一笔够庞大的钱，解决燃眉之急，就像2008年美国砸
大钱救次贷风暴。显然欧盟拿不出这笔钱。札卡利亚建议，应思考由拥有3兆美元外汇
存底的中国大陆出手。
他的构想是，由国际货币基金（IMF）出面，向几个外汇存底丰厚的国家借钱，主要是
大陆，但也包含日本、巴西、沙特阿拉伯等国，借款总额可以是7500亿美元。国际货币
基金将能用这笔款项，救助深陷债务泥淖的欧洲国家，但同时也要设下前提，唯有该国
致力于财政改革，才能获得援助。
