这位重要的配角就是美国联邦政府首席律师（United States Solicitor General）。
大家都知道美国讲究三权分立，你在行政分支任职就不能在司法分支任职，但是只有一
个人在行政分支的司法部和司法分支的最高法院同时拥有自己的办公室，这个人就是联
邦政府的首席律师。
说起来这个职务并不是美国建国初期就有的，实际上最初在最高法院代表联邦政府出庭

而是将过程解释了一遍，给看了driver report，google map。然后工作人员让我一边
等着见solicitor。等了大概一个小时后，solicitor 问了具体情况后说，把速度由66/
45调整为59/45，即超速14mile，罚款由400变为200， 别且不记点。同时给了我一张单
子说，你可以选择在规定日期前交钱或者在那天上法庭。感觉这一趟没有白跑，至少保
险不会长了。

刚刚才知道，有人一直在讲所谓的“捐款提成”，原来讲的是慈善机构的运作费用（
Operation Cost）。能把这两个混起来讲这么多天，这个春秋笔法，也真是厉害了。
不知道的人，还以为张罗着给某个人捐款的，即使不经过慈善机构，也都要从中“提成
”了，或者说，呼唤别人捐到慈善机构的，也有一笔钱要装到自己口袋里了。我只能说
，极度鄙视和厌恶讲这种话的人！！
为个人捐款这个，我不讲了。因为每次具体的捐款，为不同的人，不同的理由，由不同
的人出面，情况千差万别。
我只能讲我自己有所了解的，慈善机构这一部分。美国大大小小的慈善机构多如牛毛，
真正让公众了解到有比较高的 Operation Cost 的，都是那些规模比较大的机构。
很多小的机构，本来就是一小群人，为了一个 cause 走到一起来做点事。为了能争取
更多的人支持，这些机构有的声称没有运作费用。实际上，是这些做事的人，除了花时

用ticket 创收的成绩卓著啊!
一进门就看见给我开ticket的警察正笑眯眯地帮忙维持秩序.我说我还希望你不来呢.他
说他不来很难,因为police station 就在court隔壁,走路不到一分钟就到了.
鉴于我州traffic court 法官的不友善程度在全美名列前茅, Not Guilty Plea估计没
戏. 只好找到Solicitor. Solicitor大哥大笔一挥, 将ticket上的超速值降低,变成只
交钱不扣点.而且他确认保险公司不会有记录.于是交了$164走人. 比我想象的便宜多了.
大家以后开车要小心. 我们家门口经常有警察蹲守. 在去Yellowstone和 Arches的路上
也有很多警察在开ticket. 感觉各地警察都在policing for profit. |

位于温哥华西区固兰胡街(Granville St.)夹53街(53th Ave.)市值百万元的五房独立大屋，在2009年5月21日遭警方破获，屋内设有种植多达959株大麻的密室，随后即依据「卑诗充公法」(B.C. Civil Forfeiture Act)扣押房子。
警方虽因证据不足无法将不肖份子起诉，但根据相关法例可将此栋房屋充公，并且进行拍卖。
