86年的Bowers v. Hardwick，高院维护sodomy law

为什么两次高院作出截然相反的判决，
就是因为86年还没有民意基础，而03年有了民意基础。
Iowa的法官判决通过同性婚姻，在保守的Iowa缺少民意基础，

Lawrence v. Texas 針對的只是德州的刑法，
並沒有全國範圍這一說，
只能說那個案件對推動全國其他州廢除sodomy law 起了決定性的作用，
多米諾骨牌推倒第一顆，其他州紛紛通過州內修法去廢除本州的sodomy law。
因為高院有了判例，即便一輪一輪的案子一個一個州去打，
也沒有意義了。
同婚也是類似的，高院即使是判決某個州的州憲法禁令違憲，
也不等於別的州的州憲法禁令那天就都廢除了，
別的州若要廢除，也需要有一個司法或者立法修改的程序。
這是我的理解（也許不一定正確）。
高院不可能來一個統一判決，這不符合程序正義，

者的方法是很有效的，但是权力者总是很难懂得克制：比如说，当年Texas的sodomy
