大打官腔：
为什么在战场上每战必败？当时日本的军备，在数量上，其实并不比中国强。以海军说
，日本海军所有的舰数与总吨数同李鸿章所掌握的北洋海军大致相当，而且中国除北洋
海军外，还有规模较小的南洋海军和福建、广东的海军。可是到了战争临头的时候，李
鸿章却极力夸张敌人的力量，而把自己经营多年的海、陆军说成不堪一战。他说，日本
的兵舰新，行驰速度比中国的船快得多，日本陆军的枪炮也比中国的“精而且多”。他
说：“凡行军制胜，海战惟恃船炮，陆战惟恃枪炮。稍有优绌，则利钝悬殊。”照李鸿
章说来，武器装备的状况注定了中国必败。但是战争进行的实际情形表明，北洋海军的
全军覆没并不是由于跑得慢的原因，陆上战争的失败同样也不能归罪于武器。以李鸿章
