赔给shipper.让shipper决定是从新ship还是refund。如果有时间的话还可以试试。否

然后就是联系美国这边的代理索赔，他们要我朋友写了份报告申请赔付。然后就是漫长
的讨价还价过程，其中知道了一些信息，家具到纽约港以后都是好的，毁坏是发生在港
口到仓库的过程，涉及的公司有美国这边的进出口贸易公司，以及搬运公司。但是几个
月过去了，朋友一直没有收到赔款支票，打电话过去问，他们说我朋友没有购买保险，
只给赔$500。

我一个original sealed的电脑变成pieces回来，居然说没有损坏就不赔，保险了也没
有用！！！

打电话找UPS，他们说让我找shipper （seller），shipper和他们联系。
打电话找seller，seller说没关系，他们可以免费重新寄一个，就是晚两天到。

上次发文我从staples买的显示器，到达本地后UPS两周多了都没投递给我，没风没雨没
雪没冰的，大太阳天！每天都早上out for delivery，下午就改成emergency
condition beyond UPS control，连着将近两周时间，实在受不了了，要求staples追
回包裹，不要了。结果staples发出请求的当天就从GA运回了NC，第二天一大早就
delivery back to staples了！靠啊！

含有锂电池的可能需要许可证才能邮寄。
这里面涉及的是unkonow shipper、know shipper和航空危险品，客机和货机安全的问
题。
UPS, Fedex这些商业快递公司可以邮寄，但是你需要提供许可证。象亚马逊他们邮寄自
己的东西当然没问题，所有证明文件他们都有。你个人通过UPS, Fedex邮寄没有那些许
可证照样不成。 |

if you don't know TW shipper, ask the Customer Broker here to recommand one
for you, they will be very willing to do so, acturally, they make money on
that.
Use LG if first time, I don't know TW, but mainland people always want T/T.
CIF is not good anyway, especially for a small order. EXW is unusual too. |

是否收税取决于：
１）如果你是直接卖给这个美国公司且此公司在你的州，这时需要CHARGE SALES TAX；
２）如果这个公司（甚至哪怕是某个人）就是国内公司的代表，只是负责在美国付款。
这样还是国际客户，国际客户一律不收税。
我建议在这个问题上都尽量劝说你的客户不要收税好了，以免你以后还要报太麻烦。
这样的话文件这样写：
BUYER／SOLD TO： 国内公司
CONSIGNEE： 国内公司或任何代理
发到哪怎么发都没什么问题，只是价格区别而已。找个FORWARDER处理即可.
SHIPPER问题：工厂，你的VENDOR，你，你客户的美国公司都可以自己联系货代出口这个订单，都可以做SHIPPER／EXPORTER。具体用哪种方式主要是从最佳可行和经济的角度。这里排列组合太多，你需要说明你的情况。 |

如果楼主只是个中间联系人的话，直接从中国买的，应该尽量由厂家做shipper出口，

我前面给你科普得已经很到位了：
1）prepaid shipping，中间出现损坏或者其他事故由shipper负责，shipper要联系快
递公司决定是否索赔；
2）collect shipping，货只要一出warehouse ，出现损坏和寄丢等一切问题和
shipoper无关，因为用的是客户账户。
以上两种情况和你自己这个case都不适用，即是否递送到以快递公司系统文件为准，不
是说你想说没收到就随便说的，只要是显示deliver到你指定address了，done！你走任
何法律途径起诉也是看有没有delivery notice文件。当然在实际中快递公司出于
courtesy可以赔偿你本不该赔偿的case。
你前面说的一段没问题，但是即使客户要求了签字递送，你递送到指定地址而被别人签
了的话，你恐怕很难要求快递公司一定赔偿，除非快递公司愿意。道理很简单，判决时
除了遵循规定文字，还要考虑实际习惯。你拿着door tag去center自己取件往往也只看
