首先感谢位育的支持者们参加了我们2月4号的会议。来的人数，场面和大家的热情都超
过了我们的预计，当天晚上位育创始团队和上百位支持者们向7位县教育委员交出了一
份可以说是满分的答卷。很可惜，我们还是被据了。其背后的原因和政客们在场面上说
的话有些并不直接相关，每个反对者投反对票的真正的原因隐藏得非常深，在这里我给
大家稍微分析一下，希望大家不要被误导，也算是给我们的支持者一个交代，这场仗到
底是怎么输得。
首先大家要搞清楚的是投票结果，台面上的投票是7比0，但是实际的结果是4（反对）
比2（赞同）比1（观望偏向赞同），只不过赞同和观望的人早已看出胜负已定，只能临
场倒戈，维护自己政客生涯的投票成功率。
先说一下帮我们订上了棺材盖的人。在他表态以前，已经有3个人表明了自己的反对立
场，他的表态成为了这次会议的转折点，在此之前，尤其是会议刚开始的时候，位育的
表现和气势都预示了这次投票是必胜无疑的。这个人就是Joseph Di Salvo。 他是一个

明中表示，持有巴拿马临时居留许可满2年的中国人，可以申请该国永久居留许可。
据巴拿马《星报》报道，巴拿马国家移民局于当地时间5月22日在《官方公报(
Gaceta Oficial)》中，公布了关于中国公民获得巴拿马永久居留权的特殊移民管理条
例。
条例规定，持有临时居留许可满2年的中国国籍者，可以向巴拿马移民部门申请永
久居留许可。
巴拿马国家移民局还特别指出，该条例仅适用于具有中国国籍的人。
永久居留权申请人除了满足以上条件外，还必须出具能够证实其个人经济偿付能力
的收入证明、由巴拿马税务机关开具的存续证明(paz y salvo)和无犯罪记录证明等申
请材料。
