中国解放军的学者提出在互联网构建“网络边疆”，维护“网络主权”的概念，要巩固
共产党统治下的中国，但美国学者认为互联网原本就应该是自由无国界的，不该有疆界
之分。
中国人民解放军军事科学院的研究员叶征以及赵宝献，于6月3号在《中国青年报》上发
表文章“网络战，怎么战？”，提到多起近年来的网络空间大事，如最近的中东北非发
生茉莉花革命，舒特攻击等，“背后都有美国的影子”。文章结论认为，网络战已经成
为“一种破坏力强大，关系到国家安危与存亡的顶级作战型式”，所以呼吁中国政府“
向世界表明构建网络疆界，维护网络主权”。
马里兰大学传播学院的助理教授萨哈哈米斯（Sahar Khamis）对美国之音说，互联网提
供各国人民无国界的意见交流，中国政府若在互联网上建构疆界，划分领土，硬分主权
，是大逆时事潮流。哈米斯说：“我想就技术上来说，他们（中国政府）可以试着去做
，并且可以做得到，但我想那将非常不受欢迎，我自己就很反对在互联网加上这样的束
缚与限制，互联网的本质是自由并且没有国界的，没有边界之分的。”
