柴明达尔土地所有制的层级多达四五十层，主要分四个阶层:第一层是包税地主;第二层
是向其缴租的缴租地主(Tenure－holder) ;第三层是从包税地主或缴租地主那里租进土
地，取得永佃权的永佃户(TenantorRyot) ;第四层是从上述三个阶层中的任何一个阶层
租进土地的佃农(Sub－TenantorUnder－Ry-ot)。前三个阶层，层层转租土地，分割了
土地所有权。永佃户虽然法律上没有土地所有权，但其土地可以买卖，因此实际上享有
了地主的地权。而包税地主虽然在法律上有土地所有权，但只管收取地租，缴纳田赋，
无法处理他们的土地，成为有名无实的地主。缴租地主基本也是这样。
印度地主和佃农之间的关系经常对应着高种姓与低种姓之间的关系。各级政府中的官员
包括法官、税收人员等一般也多属于高于耕者的种姓。
从利益集团的视角看，印度的土地制度改革至少涉及三个集团的利益:第一层，城市柴
明达尔，所有复杂土地多层所有制结构的最上一层(参见表1第1行) ;第二层，农村土地

今天约尔格.德慕斯钢琴演奏会，大师的演奏会真的很好。大师年龄那么大，能这样
坚持自己的爱好，我尊重感动，也很荣幸能听到大师的演奏会。
中间正在演奏的时候，导师给我来电，我以为有急事，但是还是按掉了电话，不想打
扰任何人。等到大师返场的时候，我弯着腰，低着头打算走出去，尽量减少自己的存在感
，不想打扰别人。在快到门口，然后一个又高又大的外国人狠狠的把我推到了地上，手很
痛，之前摔伤的膝盖又再次磕伤，直接推到撞到另一排的椅子。我很愤怒，但是并不想影
响其他人，于是我走到门外找到工作人员要求散场的时候必须要让他给我道歉，工作人员
可以给我作证我真的是尽力不影响到别人。
我知道肯定是我出来的时候干扰到人家，在这里向被我打扰的人真心道歉，真是有
事。但是对于一个小女生，而且是尽量不想叨扰到别人的人，你如此大力气的欺负一个女
生，你良心何安，而且，作为一个尊重大师的人，你在他的演奏会大声喧闹，并且打人，
