*为估计值，第一个IQ是2002年数据，第二个IQ是2006年修订数据，中国2006年人均IQ达
到105，排名世界第五，美国的人均IQ为98，名列第33位，俄罗斯为97，名列第36位，而
印度目前只有82。IQ最高的国家是新加坡，平均108 。
从表中可见，排名前30位的国家和地区，除了加拿大、澳大利亚和新西兰自外，都
位于欧洲和东亚，而东亚国家和地区则占据了前10名之中的8个。在名次靠前的国家中，
既有非常发达的国家，也有像中国、朝鲜、蒙古这样经济和社会发展比较落后的国家，
可见人均IQ跟一个国家的经济社会发展水平并没有必然联系。

如果是通过身份证的话，图西人不出示不行么？记得看电影的时候，那些胡图族民兵直
接就能把图西族拉出来毙了，那没来及证明自己身份的胡图族平民也会被误杀吧。。到
底怎么辨认的，很好奇。。有没有人能用图解啊。。

我决定自己给自己回答了：在1935年以前，胡图和图西两族主要是职业身份的差异，胡
图族多从事农耕，图西族多从事放牧，而卢旺达长期在图西族国王的统治下，大部分酋
长（相当于行政区划的长官）也是图西族的，但是图西族和胡图族之间是可以相互转化
的，富裕的胡图族会变成图西族，穷困的图西族也会变成胡图族，这也就意味着两个族
群是互相流动，边界没有固化的，并且在文化、语言、宗教信仰、身体特征上没有很大
的差异。
而在比利时被联合国托管卢旺达及周边地区之后，采取了身份证制度（1935年），并且
根据财产进行划分，占有十头牛的人就是图西人，剩下的根据职业再分为胡图人和特瓦
人，自此之后，种族身份就被固化了。卢旺达大屠杀时，也是根据身份证辨认种族的，

计生不废，老中文化的PTSD就会延续。
对生命的敬畏，人伦的祖传就不得发扬光大。
但是我仍然觉得老中不能老想着“清算”“旧账”。
当时的法律如此。 底下的人执行伤阴德，但是
不是人能够“清算”的。 计生停，前债就应该购销。
而且当时制定计生政策的人，其实有非常痛苦
的现实问题。 随便人口这样膨胀下去，很难避免
下一轮文革。

中新社联合国10月28日电 第71届联合国大会28日在纽约联合国总部改选人权理事会
14个成员，中国以180票连任，任期自2017年至2019年。
成立于2006年的联合国人权理事会，由47个成员国组成。每个成员国由大会通过无
记名投票产生，宣布参选的国家必须获得大会半数以上票数方能当选，最多连任一次。
中国曾在2013年以176票当选。
由于人权理事会的成员构成以公平地域分配为原则，其席位分为非洲国家13个、亚
太国家13个、东欧国家6个、拉美和加勒比国家8个、西欧和其他国家7个。本次改选的
14个席位为中非洲国家4个、亚太国家4个、东欧国家2个、拉美和加勒比国家2个、西欧
及其它国家2个。
在经过联大193个成员国的不记名投票后，71届联大主席汤姆森宣布中国的得票数

谁做了那件事……不要再炒作了。”
另一个老人则说：“我们没有杀很多人。而且我们只杀坏人，不杀好人。”
两个老人乔森潘（Khieu Samphan）与农谢（Nuon Chea）在多年前说出这样的话。
不到4年时间杀害170万人的“种族自我灭绝”政权
谓的“过去”是1975年至1979年间的柬埔寨；至于“没有杀很多人”，两个老人所属的
“赤柬”（Khmer Rouge）政权在不到4年时间杀害了大约170万人（一说约200万人），
除了少数族裔的占族（Cham）与越南裔，绝大部分受难者是柬埔寨主要民族高棉族。换
言之，这是一场人类历史上罕见的“种族自我灭绝”（autogenocide）。
40多年过去，本月16日，联合国与柬埔寨合作的“柬埔寨法院特别法庭”（ECCC）再一
次判处乔森潘与农谢无期徒刑。乔森潘现年87岁，农谢92岁，因此可以说，两人“无期
”如“有期”；对于赤柬暴政的幸存者与死难者遗族，这样的判决更是聊胜于无。

是啊，中国共产党是一个邪教。
在70多年前，中国处于长期半分裂状态，美英法德俄意日等在中国都有区域代理人。中
华民国中央政府受制于不与国家配合的地方军阀，国家连铁路在地方省份上的口径都无
法统一时，中国孱弱无力。我们作为一个延续了几千年的政治实体，却被西方看作是下
等人，愚昧的低级动物时，是中国共产党，通过内战结束中国的这个状态。
所以，在除台湾外的基本的国家统一下，中共有了它的第一个原罪：中央集权。
在60多年前，除了中国仅承认的西方殖民地香港和澳门，两个不属于中华人民共和国的
城市土地外，中共驱逐了所有的境外资本势力、特工与军队。在1956年。中国共产党迫

At least 33 Turkish servicemen have been killed in an airstrike in Syria’s
Idlib province, while an unspecified number of soldiers were injured.
Turkish officials attributed the strike to the Syrian military.

众所周知，在1949年中共建政以前，由于战火肆虐，外敌横行，中国的国土四分五裂，
满目疮痍；人民普遍食不果腹，人均寿命仅为41岁。但在今天，中国已跻身世界第二大
经济体，成为在全球有重要影响的大国；人民生活迅速改善，人均寿命已达74岁。
但问题还不至于此，对于中共的执政地位，西方的政治和知识精英即使不是直接否定，
也难掩其不快之意。这自然有其原因，在在西方媒体对中国的叙述中，有五大误解流传
