Yes, they need to balance benefits and risks. Now they are risk adverse

Actually, by not approving a lot of drugs saves money. Otherwise, we will
have to pay a lot of money on drugs that do not have much benefits. And
thats the sneaky way of the FDA to reign in the drug costs.
