BTW, you could "Refuse to Receive", but what if they "Refuse to Refund"? It
sounds like they may do it if they were trying to rip you off in the first
place. |

我的观点：
1. 政府部门，以及有公共执行权力的部门，承担社会责任的部门，比如DMV，
Postoffice， 公共安全部门， 救火部门； 公共交通部门以及受让了部分政府责任的
战略私营机构，比如医院水厂电厂航空公司，不得用任何原因refuse service to
anybody，除非涉及安全问题，或者现有法律明确规定可以 （比如航班拒绝极端肥胖人
员和重病患者）
2. public company ， 不得拒绝服务。 但是其中的具体某个雇员，可以基于宗教和人
身安全等原因拒绝服务，但是必须保证有人员替代服务
3. small business ，尤其是可替代的小商户 （饭馆，酒馆，修车厂，珠宝店等等）
，可以拒绝某类客户，但是需要明文公示
4。 宗教机构，可以基于宗教原因拒绝服务，但是需要公示。 |

5月20号被警察抓住，给了张ticket，让我去inspect.6月份的时候去inspect了，但是
有个小毛病没让我过。这几周因为有点事一直没有去修车。而且我还把sticker给拿掉
了，因为觉得太难看。
今天被警察停了，给了我两张tickiet.一张说我refuse to reinspect，一张说我把
sticker拿掉了。
想问问，这种情况怎么办？很严重吗
